Historical & Theological Background
Historic Christian teaching affirms that government is ordained by God for maintaining order, punishing evil, and rewarding good (Romans 13). This does not mean every government is righteous, but that the institution itself is God's gracious provision for a fallen world. Without government, society descends into chaos. Christians are to respect government authority as ultimately derived from God.
African Contextual Commentary
In Africa, where governments are often corrupt, oppressive, or unstable, Christians may be tempted toward either blind nationalism or complete cynicism. This statement provides biblical perspective: government itself is God's institution, even when particular governments are wicked. African Christians should pray for their leaders, pay taxes, and generally obey civil authorities, recognizing that God has established government for human flourishing. This does not mean uncritical support for corrupt regimes, but recognition that governmental authority ultimately comes from God. Even bad government is better than anarchy.
